This Bill embodied the arbour Master's suggestions in the original Ordinance of 1887, as amended by that of 1891; at the same time forbidding (under a penalty not exceeding $500 fine) any vessel carrying Opium leaving the Colony without the Memo in question, but providing that if any steamer left the Colony "before application for an export permit "can be made" (viz: on a Sunday) the Superintendant should, on the receipt of the requisite particulars, telegraph the same to the Commissioner at the port of destination, (instead of sending them through the post.)-
This Bill, which is the one it is now proposed to introduce,
was referred to Peking on 3/4/00, but no reply has as
yet been received.
